Sewer backup, what to do first

Sewage coming up through a floor drain, tub or toilet means the line is blocked or broken, and we dispatch plumbers 24/7 for it. Raw sewage carries bacteria, so the aim is to stop adding water and keep people and pets out of it.

West Valley Sanitation District tells residents to call the district first for a backup, to stop using water until it clears, and notes there is no extra charge for the crew visit.

  1. Stop all water use. No flushing, no showers, no laundry, no dishwasher, until the line is open.
  2. Call West Valley Sanitation District and ask for a crew to check the public main. They clear the main and the lateral between the cleanout and the main.
  3. Keep children and pets away from the affected room. Wear rubber gloves and boots if you must handle wet material, and wash well afterward.
  4. If the district finds its main clear, or you have no cleanout, call (855) 575-2890. We handle everything on the private side.

Do not pour chemical drain openers into a sewage backup. They sit in the line and make the plumber's job more hazardous.

What a sewer lateral is and who owns what

The sewer lateral is the pipe that carries wastewater from your house to the public main. It has two parts. The upper lateral runs from the building to a cleanout at the property line, and the lower lateral runs from that cleanout to the main.

West Valley Sanitation District's code makes the upper lateral the owner's responsibility and the lower lateral the district's. If a lateral connects to a main in an easement instead of the street, the code puts the whole lateral and its cleanouts on the owner.

That split affects who you call and who pays. A camera run from the cleanout shows which side the damage is on, and we write that down for you.

Signs the lateral is damaged and not merely clogged

A simple blockage clears with a cable and stays clear. A damaged lateral keeps returning to trouble, because the cause is still in the ground.

Warning signs include repeated backups in the lowest drains, slow drains in every bathroom, gurgling after the washer drains, sewer smell in the yard, and a soggy or sunken strip of lawn along the line. Patches of unusually green grass over the line suggest a leak.

If a cable stops hard at the same distance each time, or keeps coming back with dirt or roots on it, ask for a camera inspection rather than another cleaning.

Tree roots, bellies and cracked clay

Roots find sewer pipes because they carry warm, nutrient-rich water. A hairline crack or an open joint is enough for a root hair to enter, and over a few seasons it grows into a mass that catches paper and grease.

Older lines were often clay or cast iron, which crack and separate at joints. Newer lines are ABS or PVC and rarely have roots, but they can sag where the trench settled, which creates a belly that holds water and debris.

Cutting roots with a cable or a jetter clears the pipe for a while, but roots return from the same opening. If the pipe wall is sound, a root cleaning every so often is a fair plan. If the pipe is cracked or offset, repair is the lasting answer.

Spot repair, lining or full replacement

Once the camera shows the damage, the options depend on its length and the pipe condition. This table lays out the usual choices.

OptionBest fitTrade-off
Spot repair by excavationOne broken or offset section, rest of pipe soundDigs one hole, leaves other weak spots in place
Pipe liningCracks and joint leaks along a pipe that still holds its shapeNo digging, but not for collapsed or badly bellied pipe
Pipe burstingLong run of failing pipe with room at both endsNew pipe pulled in, needs entry and exit pits
Open-trench replacementCollapsed pipe, severe bellies, mixed materialsMost disruption, a fully new line
Cleanout installationNo usable cleanout on the lineAdds access for future cleaning and inspection

Trenchless methods are not suitable for every pipe. The camera and a locator tell us which options are open.

How we find the problem before we dig

A color camera on a flexible rod goes into the line through the cleanout. A transmitter in the camera head lets a receiver above ground mark its position and depth, so we know exactly where a defect lies.

We record what we see, including cracks, roots, bellies, offsets and any connections. You see the footage on the monitor and we explain it in plain words. If the camera cannot pass a blockage, we clear it with a cable or a jetter first, and a hydro jet pass may be needed for heavy roots.

With a camera and locator, the dig is small, planned and limited to the defect. For a first look before you commit to a repair, see sewer camera inspection.

Permits and the November 2026 cleanout cutoff

The district states that work on a private upper lateral requires a permit. The Town of Los Gatos accepts building permit applications only through its online portal, and permits are issued only to the homeowner or a licensed contractor. Permit rules vary, so check with the Town Building Division before work starts.

The district code also ties continued district upkeep of existing lower laterals to cleanouts and laterals installed before November 1, 2026 that were permitted, built to standard and safely accessible. If your cleanout is missing, buried or non-standard, ask the district what applies to your property.

In practice, an accessible cleanout is worth having. We can install one when we repair the line, and it makes any future camera work or clearing much simpler.

Backflow devices and low-lying fixtures

The district requires an owner-funded backflow protective device when the lowest fixture floor sits less than one foot above the nearest upstream manhole, or when site conditions or past backups call for it. This is a flap valve that lets sewage out but keeps it from coming back in.

If you have one, check it every three to six months, because the flap can close during a blockage and hold sewage in your own pipes. A device that is stuck or full of debris can cause a backup that looks like a damaged lateral.

Tell us if you have a backflow device, so the plumber can find it and check it before assuming the lateral is broken.

Hillside septic and the sewer conversion

Some Los Gatos properties may still run on septic systems. The Town has a building permit checklist for abandoning a septic tank and connecting to the sewer, and the owner must get a certificate from West Valley Sanitation District before a plumbing permit is issued. The district may require a backflow device.

The Town's checklist cites the 2022 California Plumbing Code and a minimum pipe slope of one quarter inch per foot. On a hillside lot, hitting that slope over a long run is a design question, and it is better answered before digging than after.

If you are not sure whether your home is on sewer or septic, ask the district or look for a septic tank lid in the yard. We can help with the plumbing side of a conversion.

What changes the price of a sewer repair

We give a clear price once the camera shows the problem, and these are the factors behind it.

Length and depth of the damage

A short, shallow fix is far simpler than a long, deep run under a driveway.

Method chosen

Spot repair, lining, bursting and full replacement have very different labor and material needs.

Surface restoration

Lawn, concrete, pavers and landscaping all affect what it takes to put things back.

Permits and inspection

Permit applications and inspections add steps that depend on the work.

Access and cleanouts

Adding or relocating a cleanout is part of the job if there is none.

Insurance differs by cause. A sudden collapse or accidental damage may be covered, while root intrusion and age-related cracking often are not, and some policies sell a separate sewer line endorsement. Read your policy.

Planning a repair on a sloped lot

If you live in the Lexington Hills area or on any sloped lot, the pipe grade and cleanout location are worth confirming on the camera run. If the lateral is long, we may recommend a cleanout at a midpoint to make future clearing easier.

For repeated blockages without damage, cleaning the line on a schedule may be enough. If damage is confirmed, we lay out the options in the table above and give you time to decide, unless the line is failing in a way that makes waiting unsafe.

Slope matters most on hillside lots off Highway 17, where a repair has to keep the pipe pitched toward the main. Ask the plumber how the new run will hold its fall. We handle repairs in Santa Clara County ZIP codes 95030, 95031, 95032 and 95033.

Sewer line questions from Los Gatos homeowners

Yes. Dispatch runs 24/7, including nights and weekends. We do not promise an arrival time. Stop using water, call the sanitation district about the public main, and call us if the problem is on your side.

West Valley Sanitation District says to call them first. Their crews check the main and the lateral between the cleanout and the main. Anything on your side of the cleanout, or if there is no cleanout, is for a plumber.

If a cable clears it and it stays clear, cleaning was enough. If the backup returns, or the cable keeps stopping at the same spot, a camera inspection will show whether the pipe is damaged.

Sometimes. Lining and bursting reduce digging, but they do not fit every pipe. The camera and locator show which options are available.

The district states that work on a private upper lateral requires a permit. Permit rules vary, so check with the Town Building Division for your address.

Some properties in town may still have septic systems. The Town and West Valley Sanitation District have steps for converting to sewer, including a district certificate before a plumbing permit.

It depends on the cause and the policy. Sudden damage may be covered, while roots and wear often are not. Ask your agent about a sewer line endorsement.
